ProdWeek has recently tweeted that Mockingjay will start filming by September 16, 2013 in Boston and Atlanta. Catching Fire is filmed in Atlanta and Hawaii.
In case you missed it, there were also reports that Mockingjay Part 1 and 2 will be filmed back to back to save cost.
Russ Bowen, a news anchor from North Carolina, has also tweeted about possible July filming of the movie. Francis Lawrence will continue to direct the Part 1 and 2 of Mockingjay with a plan release date of November 2013 and November 2014, respectively. Danny Strong is the screenwriter for the franchise's last two movies. It has been
reported that the script for the first movie is already finished.
